Garden Route First

Garden Route First is an independent, community-driven organization committed to improving local governance in the Garden Route District through transparency, ethical leadership, and citizen participation. The organization aims to revitalize municipalities by strengthening livelihoods, restoring trust, and ensuring sustainable development. It prioritizes environmental protection, social equity, and intergenerational justice while rejecting traditional party-political control. Operating across seven local chapters, GR First emphasizes servant leadership, human dignity, and inclusive decision-making to create thriving communities.
About Garden Route First
In Layman's Terms: Garden Route First is essentially a grassroots political movement that wants to put ordinary people in charge of local government decisions. Rather than following traditional political parties, they believe communities should govern themselves through honest, transparent leadership focused on what's best for residents—better services, environmental protection, and fair treatment for everyone.

Who is the Eden Movement:

The Eden Movement was established by the Mossel Bay Property Owners Association (MPOA) in response to a formal request from the South African Government Department Co-operative Governance (CoGta) , dated 10 April 2025, with a submission deadline of 30 June 2025. This request called upon communities, institutions, and businesses to provide insights into why 84% of municipalities in South Africa are failing. The initiative forms part of a broader national effort to inform the Review of the 1998 White Paper on Local Government (WPLG).
Documents in Public Domain - HOW TO SAVE SOUTH AFRICA
The Government of National Unity (GNU), through the Department of Cooperative Governance & Traditional Affairs (CoGTA), asked the communities of South Africa for advice on how we can save South Africa's municipalities in June 2025. (1) A detailed savings plan was submitted through various Homeowners and Ratepayers Associations. To this day, not even an acknowledgment of receipt has been received from CoGTA. (2) A detailed document was also written explaining why the political system has failed South Africa, and why the courts remain our only means of fighting for a new system—at an enormous cost to all South Africans.

What is the work of the Eden Movement

The Civic Movements (1) https://www.mpoa.co.za/ and (2) https://www.mpoa.co.za/ Established the Eden Movement with the aim of building a broader base in the Western Cape and across South Africa. We work tirelessly to save our nation from its current path of destruction, addressing governance failures from the bottom to the very top. Our mission is to unite civic movements and mobilize every means at our disposal to rescue our country from this destructive trajectory, Including the dangers posed by the GNU (Government of National Unity), which is embracing and implementing the Agenda 2030's harmful systems and plans in major towns and cities across South Africa.
Excessive rate increases find Legal Pathways apposing Increases
Excessive rate increases in South Africa, such as the Mossel Bay tariffs rising by 115% above inflation and Treasury guidelines, highlight a serious governance and affordability crisis. Such hikes place unbearable financial strain on households and businesses, undermining economic stability and trust in municipal leadership. They contradict national fiscal rules designed to protect citizens from unjustified costs, raising concerns about accountability and transparency in local government. The problem is compounded by weak oversight and limited public participation, leaving ratepayers vulnerable to exploitation. Ultimately, these increases erode social cohesion and threaten sustainable municipal service delivery.

Dismantling of Institutional Safeguards since 1994
Ratepayer Associations and Property Owners' Associations, are increasingly forced to play the role of Parliament, the Auditor-General, the police, and even the National Treasury in order to ensure that government follow the law: Our research on what happened after 1994 when the ANC came into power. Specifically, we investigate how senior political leaders — including State Presidents — weakened or dismantled the institutional systems that were originally designed to protect public funds from corruption and misuse by government officials. We analyze the root causes of the problem and provide practical advice on how ordinary, hardworking, tax‑paying community members can help fix the current situation.

Destructive path of Politics on the Municipal sector for the last 2 decades
The feasibility of protecting municipal board members from political interference in South Africa.  A Rates Payers Political Party could advocate for stricter enforcement of these laws, ensuring appointments are merit-based and shielded from partisan manipulation. Mechanisms such as independent oversight bodies, judicial review, and community participation can reinforce protection. Ultimately, safeguarding municipal boards requires legal clarity, civic vigilance, and institutional checks to prevent undue influence and preserve democratic local governance.

The Agenda 2030 goals presents grave danger.......
From a Christian perspective, Agenda 2030 presents grave dangers because it promotes a global system that undermines God's sovereignty and biblical values. By advancing centralized control over economies, resources, and societies, it risks eroding individual freedoms and moral responsibility. Its emphasis on secular humanism and environmental agendas often sidelines faith, family, and the sanctity of life. Christians see in it a deceptive plan that cloaks worldly power in the language of "sustainability," while leading nations toward conformity with ungodly principles. The danger lies in replacing Christ-centered truth with man-made systems that exalt human authority above God's eternal kingdom.

Who is the Allies of the Eden-Movement

The Eden Movement is willing to collaborate with any civic organization that shares our goals.
The National Taxpayers Union
The National Tax Payers Union, established in 1995, advocates for municipal decentralization in South Africa through a Swiss canton-style system. Operating for 26 years, the NTU legally challenges unpromulgated municipal tax rates and redirects disputed funds to Tax Payers Associations (TPAs). These independent legal entities enable communities to self-manage services and infrastructure improvements. The NTU leverages Supreme Court-ratified rulings to hold municipalities accountable, empowering taxpayers to reclaim funds and directly address local governance failures while maintaining municipal service responsibilities.

IRASA (Independent Ratepayers Association South Africa)
Founded in 2011, IRASA champions direct democracy by shielding councilors from party influence and ensuring accountability to communities. Focused on service delivery, it contests municipal elections, securing representation in 2016 and 2021. IRASA's community-driven leadership strengthens coalition governance, offering a credible alternative to dominant party politics in South Africa.

Our priorities are rooted in the principle that "Knowledge is Power"

The Eden Movement is dedicated to empowering our communities by providing the information and resources necessary to hold our government accountable. We believe an informed citizenry is the most effective defense against an abusive government sector. Through this platform, we will publish documented evidence of mismanagement and political interference. This information will serve as a tool for residents to understand their rights, challenge unlawful actions, and demand the transparency and accountability they deserve. We are committed to uniting civic movements and mobilizing every resource to rescue our nation from its current destructive path. By equipping our communities with knowledge, we empower them to stand up for their rights and build a future where government serves the people. The time for passive observation is over; the time for informed action is now.

Individuals and organizations supporting the Movement

The Eden Movement is driven by a coalition of committed individuals and civic organizations. United by a dedication to local autonomy and financial accountability, these supporters rally under the call to "Save Municipalities from Politics." Their mission rests on the conviction that an informed citizenry is the strongest safeguard against government abuse. Through legal channels, the movement mobilizes ratepayers and residents to resist unjust rate hikes and political interference. By bringing together diverse voices, the Eden Movement seeks to empower communities—especially those marginalized by current governance failures—while working toward a more transparent, accountable future for all citizens and residents of the nation.
Johann Heynecke
Johann Heynecke, a 60-year-old South African business consultant, presents his life's work as a "Declaration of Defiance and Design," defining his mission as "Resistance" against corruption, control, and cultural erosion. His defiance is practical, exemplified by his free assistance to over 500 people during the COVID era who faced job loss for refusing the vaccine. Heynecke's work is structured around four pillars: he is a Writer of Resistance, a Director of Vision creating protest art, an Architect of Systems for sustained action, and an Organizer of People leading "The Resistance Grid." Driven by an active Christian faith, he insists on action to fight evil. His principles emphasize authenticity, evidence, and empowerment over despair. He seeks impact, not recognition, with the ultimate goal of establishing a legacy of cultural autonomy and a citizen-led playbook for resistance.

The Aria We Serice

The Garden Route also called Eden is a renowned stretch of coastline in South Africa, extending from Mossel Bay in the Western Cape to Storms River in the Eastern Cape. It is called a "garden" not because it was cultivated by human hands, but because of its abundant natural beauty — a rich tapestry of lush greenery, indigenous forests, tranquil lakes, majestic mountains, and pristine beaches, all nestled within one breathtaking region.
Map of Eden
The purpose of this board is to document incidents within the Eden municipal areas that serve as evidence of mismanagement and the resulting hardship experienced by communities due to political interference in the municipalities of Eden.

Ward Councilors, Towns in The Garden Route

One of the central aims of Garden Route First is to systematically document instances where municipal authorities have acted unjustly or unlawfully against local communities. This includes cases of procedural irregularities, unfair service delivery practices, unlawful land use decisions, and financial mismanagement that undermine public trust. By gathering evidence, compiling testimonies, and analyzing municipal conduct, the movement seeks to expose patterns of abuse, neglect, or corruption that disproportionately affect vulnerable residents.

Bitou Local Civic Associations

Garden Route First Communication Portal establishes dedicated digital platforms for Local Civic Associations across six Garden Route municipalities. Each portal enables community members to report infrastructure issues, safety concerns, service delivery problems, and environmental challenges directly to their civic association. The system facilitates transparent communication between residents and local leadership, tracks problem resolution progress, and builds collaborative community engagement. By empowering citizens with accessible reporting tools, the portal strengthens grassroots democracy, improves municipal accountability, and creates data-driven insights for addressing community priorities effectively across the Garden Route region.

The association's primary mission is to ensure service delivery for all residents and effective use of funds to maintain and expand Bitou's infrastructure, including water treatment, electricity, and waste management. By holding the municipality accountable for efficient service delivery, strict financial controls, and effective use of ratepayer funds, the PBRRA aims to safeguard property values and ensure necessary service delivery for everyone living in Plettenberg Bay. The organization actively challenges maladministration and abuse of public funds through legal action when necessary, with support from a local senior counsel

In pursuing its objectives, the organization strives to foster healthy, constructive communication, leverage its networks, act as a custodian of community values such as harmony and respect for nature, and work cooperatively with key stakeholders including SANParks and the Nature's Valley Trust.
